06/11/2020: All Law Enforcement MCTs now require Duo Multifactor Authentication to connect to NetMotion. A quick reference guide can be found here or in the resources section above.

Kitsap 911 is in the process of upgrading all Windows 7 MCTS to Windows 10 and applying the new Maintenance Release 6 for MPS (Mobile for Public Safety). You will be provided a handout with your newly upgraded MCT that should help with the new changes.

On Wednesday May 8th at 07:00 the Radio & MCT Changes resulting from the Radio Congestion Study will become effective. MPS users will need to ensure they are using the correct shortcut “LAW MPS” so that they receive the updates before logging in. Please review the attached document regarding these changes and the related training material.

Sector Update Error Fix 5/4/18

If you encounter an error while logging into Sector, please follow the two links below and download the files you will find there. For the Windows Visual file, you will need to download the 32 bit or x86 version. Out of the Universal Runtime package, you will need to extract the Windows6.1-KB2999226-x64.msi file.

With this complete, please follow the steps below:

  1. Close Sector
  2. Run the vc_redist.x86.exe program and allow it to install
  3. Once that is complete, run the Windows6.1-KB2999226-x64.msi program and allow it to install
  4. Once this is complete, try running Sector again to see if you still receive the error
  5. If you still receive the error, log out of Windows and then back in
  6. If you are still unable to properly log into Sector, please email the Helpdesk wo@kitsap911.org

IBIS Users: WSP will be replacing AFIS with a new WIN/ABIS system beginning Sept 10th at 05:00 through September 12th 23:59.  During this time we will not be transmitting any IBIS transactions.

WACIC RESPONSES OUT OF ORDER * 08/27/14* : Law Enforcement users please read the memo “WACIC_ResponsesOutOfOrder082714” on the Downloads, Files, Forms tab of this site, regarding the WACIC Returns coming back out of order.

Possible MCT/Internet Outage 08/28/14 06:00-06:15  This Thursday 08/28/14 at 06:00 Terece Bryan from County IS will be replacing a router at the courthouse.  There are no expected outages during this time, however if there are any issues there could be up to a 15minute downtime for Internet and MCTS.  If you experience system wide issues after 06:30 please call the county helpdesk at 360-337-5555.  The Cencom Helpdesk will be available for assistance as well after 08:00.

New I/Mobile Map Files – Update Available 7/14/2014 New I/Mobile map files will be released effective 7/14/2014 at 9am. If you have I/Mobile open it will close for you prior to running the update in SVN Notifier. We recommend a user reboot their PC before performing the update. If a user did not have the latest MCT Map files prior to this update they will begin receiving error messages either after the Windows/Netmotion logon or when they try to update files. If a user is getting these error messages they will need to contact the Cencom helpdesk for assistance.

Accessing Prefire Plans In Imobile – Update Available 04/09/14 – The process for accessing prefire plans from the IMobile application has been modified to reduce the number of steps.  When accessing the LOI report (from the LOI/PREFIRE tab of the event report or from the LOI Report searched manually) it no longer requires you to click on “Get File” button and then click on the Hyperlink.  The Get File button has been removed so you click on the hyperlink only.   In order to receive this change you need to perform the Update IMobile command within IMobile.  Once that is complete you will see the new version number “VERSION: 09.01.01_04/09/2014” on your homepage.  ***Kitsap Animal Control has already been updated.  The do NOT need to use Update IMobile***  There is a training document named “ViewingPrefirePlansInIMobile_040914” Available on the Downloads, Files & Forms page.

Windows 7 Onscreen Keyboard – We have had requests to turn off the onscreen keyboard for the new Windows 7 MCTS.  Here are the instructions to turn it off , if desired:

1. Go to the Control Panel, Under Hardware and Sound Click on Tablet PC Settings

2. Click on the “OTHER” Tab

3. Under Tablet PC Input Panel Options, Click on “Go To Input Panel Settings”

4. On the “OPENING” Tab, Uncheck “Use the Input Panel Tab”

5. Click Ok, Ok & Close the Control Panel

Ever had your Toughbook laptop screen go blank when typing???

Please do not wear any jewelry on your right wrists containing magnets (magnetic bracelets or bracelets/watches with magnetic clasps) while operating the Tough-book Laptops.  Doing so, will turn the screen off when the magnet comes in contact with the magnetic plate to the right of the battery lights.

LAW MCT UPDATES BEGIN 01/13/14 Starting on Monday January 13th, 2014 Cencom will begin updating Law Enforcement MCTS.  Each agency’s MCT Coordinator has been sent the schedule for the week(s) that their agency will be completed.  This is a major upgrade as it will include updating the Windows Operating System to Windows 7, along with the following upgrades: Netmotion Mobility Client 10.X (Server updated 01/09/14), Sector Client, Ibis Client, Internet Explorer 11, Prefire Plan & Map Files, Pentex Printer Utility (Keeps printer on at all times, to not interfere with LERN), SVN Notifier Client.  We will be contacting the Fire agencies soon to schedule their updates as well.  Please be aware of the following details regarding this update:  *The computers will be completely reimaged.  So anything stored locally needs to be removed before turning in the laptop.  This includes the My Documents folder on the C Drive, Sector tickets, collisions and history, etc *If any of the computers have software installed outside of the normal build or by the user it will most likely not be installed during this week. We will have to make a special arrangement for each case to have it installed, if its already approved.  *Pairing to any existing Bluetooth Devices needs to be redone  *Will need to rescan the configuration barcode for the Sector scanner  *The first Logon will take a longer time as a new profile will be created for each user again.  You will also see the SVN Notifier Configuration popup box which you can close and you shouldn’t see again.  If you are using a Pentex Printer you will need to run the new utility that is installed, once connected to the printer again.

LAW USERS: On December 5th, 2013 from 08:00PM to MIDNIGHT: COMMUNICATION TO THE ACCESS SWITCH WILL BE UNAVAILABLE (No data for Informer or MCTS), due to CONSOLIDATED TECHNOLOGY SERVICES (CTS) PERFORMING MAINTENANCE ON THE INTERGOVERNMENTAL NETWORK (IGN).

DES – JINDEX Outage

Department of Enterprise Services (DES) is currently experiencing issues with the JINDEX.

As a result no Collision Messages have been processed since 8:00 p.m. on Thursday, November 21, 2013.  DES is currently working to correct this issue.  Once the issue has been resolved all queued messages will be processed.

LAW SECTOR USERS: On Thursday Nov. 14th, 2013 from 13:00-16:00 Collision responses or full collision messages will not be sent out from WSDOT.

Attention:  On Thursday, November 14, 2013, between the hours of 1:00 pm and 4:00 pm, WSDOT will be deploying a new application that will require changes to its servers.  During this window WSDOT will continue to accept electronic collision messages and queue them.  However, WSDOT will wait to send out any collision responses (collision report numbers) or full collision messages until after the deployment is completed.

Officers will still be able to use the SECTOR Client to issue citations and write collisions and tow/impound forms.  Should you have any questions, or if you need further assistance, please let me know.

MCT SVN Script & Prefire Additions Deployed 11/04/13

As of 09:00 on 11/4/2013 we finished implementing the final step that will help eliminate the issue caused by users attempting to update their map files while IMobile is still open.  We deployed a new SVN Notifier script that will run at logon and make a change which will force I/Mobile to close (if open) when a user attempts to update their map files.  If a user does not have the latest MCT Map files prior to this script being deployed they will begin receiving error messages either after the Windows/Netmotion logon or when they try to update files.  If a user is getting these error messages they will need to contact the Cencom helpdesk for assistance.  Also, there were two prefire plan updates pushed out today by the SVN Notifier update.

ALL USERS:***BEFORE UPDATING THE MAP, ENSURE I/MOBILE IS COMPLETELY CLOSED***                                      If you are having issues with Route to Event (RTE) please do a map update, this should resolve the issue.

LAW SECTOR USERS: On Saturday OCT.12th, 2013 from 08:00-12:00 the SECTOR Back Office will be unavailable due to a scheduled DES JINDEX PROD outage.

During this scheduled outage the SECTOR Back Office will be down and officers will not be able to perform a Send/Receive; however, officers will still be able to use the SECTOR Client to issue citations and write collisions.  Any tickets that need to be received by the courts will need to be sent prior to 8:00 a.m. Saturday, October 12, 2013. This is NOT a SECTOR Client version release outage.  There will be no version update to download after this outage.  Should you have any questions, or if you need further assistance, please let us know.

LAW SECTOR USERS – The 07/31/13 SECTOR Cleint release has been rescheduled for Wednesday August 7th, 2013 (between 10:00am – 14:00pm) ***The next release of the Sector client (v2.0.0.15) is scheduled for deployment.  Your agency’s SECTOR Administrator will be notified the day of release that the SECTOR back office will be down for maintenance.  During this scheduled maintenance period the SECTOR Back Office will be down and officers will not be able to perform the Send/Receive (S/R).  If you experience issues while downloading and running this update please contact the Cencom Helpdesk for assistance.

  • Added County and City location fields to the Ticket Preliminary screen to allow writing to a different court not in same county.
  • Corrected an issue in the attachment screen when adding a zero length attachment.
  • Changed the title in the Tow/Impound interview.
  • Move the Tow company, Tow driver name, and tow truck number further back in the interview.

LAW SECTOR USERS: On Wednesday June 26th, 2013 from 10:00 to 14:00 WSP will be deploying the next release of the SECTOR client (v2.0.0.12).  During this scheduled maintenance period the SECTOR Back Office will be unavailable and officers will not be able to perform the Send/Receive (S/R); however officers will still be able to use the SECTOR Client to issue citations and write collisions.  When the Client update is available its recommended to perform the Send/Receive while in a strong coverage area and remain stationary until complete, otherwise any disruption in wireless connectivity can cause an incomplete or partial download.  Partial downloads will cause the SECTOR client to be unstable and throw errors.  If you experience any issues please contact the Cencom Helpdesk.

Tow/Impound Form after July 1, 2013**
Customizable Toolbar Buttons

**Since the change in WAC 204-91A-180, which authorizes impoundment of vehicles without a tow operator’s signature, is not effective until July 1, 2013, the Tow/Impound Form will be disabled until after July 1, 2013.  Another LISTSERV message will be sent when the Tow/Impound form is available.  Your Agency’s SECTOR Administrator should have a copy of  the Tow/Impound Form section of the SECTOR Users Manual.  Please take a few minutes to look through and familiarize yourself with the new screens.

5/10/2013 – New Instructions relating to I/Mobile Lockouts available under the Downloads, Files and Forms page

MCT CHANGES EFFECTIVE 04/03/13:

*Disabled Balloon Tooltips.  You will no longer receive any popup notifications on your toolbar, such as connecting and disconnecting from Windows Preferred wireless networks.  Please be aware that this means you will no longer receive the balloon popup for SVN Notifier when you first logon to Windows, however the SVN Notifier icon on your taskbar will still change color when new files are available.  (AFFECTS LAW & FIRE)

*Active Directory Account (Windows) Lockout Duration changed from Indefinitely to 10 minutes.  Currently when a user unsuccessfully attempts to log into Windows five times their account is locked out indefinitely.  The user must contact the Cencom or County Helpdesk to have their account reset.  A request was made from the MCT CCB committee to reduce the lockout period, aiding the user in logging in especially during non helpdesk hours.  After Cencom and the County IT staff reviewed this request taking into consideration the CJIS Policies and standard practices a decision was made to change the lockout duration to 15minutes.  (AFFECTS LAW & FIRE)

IMOBILE CHANGES EFFECTIVE 04/01/13 (Receive by using the Update IMobile Button Within IMobile):

*Update IMobile function has been changed to no longer modify the COMM Port setting for GPS.  The comm port setting is only setup during the installation of IMobile or manually by an MCT Coordinator or Cencom IT staff.  There will be no visible difference for the user.    (AFFECTS LAW & FIRE)

*Map Cursor Color has been fixed.  The cursor color will no longer be Black for the Day map and White for the Night Map.  It is actually an inverse of the color its resting upon.  This will increase the visibility of the map cursor, whether using the Day or Night map.  (AFFECTS LAW & FIRE)

*SEXOF5 Event Type added to Field Event drop down list for event types.  The intended use of this event type is for Registered Sex Offender Checks.   Please contact your agency’s MCT Coordinator for more information. (AFFECTS LAW ONLY)

LAW ENFORCEMENT – SECTOR USERS:  The Sector Client (v2.0.0.6) was deployed on  April 10th, 2013.  The update will take quite a long time to complete and its recommended that you connect to wifi (if available) and perform update while in the same location, so that the update is not interrupted.

NEW MAP FILES FOR MOBILES: New Map Files were rolled out to the mobiles on Monday 04/15/13.  Please ensure you have IMobile closed before updating your files and until the updates are complete.

***MCTS UNAVAILABLE 04/09/13 from 03:30-05:00***.  The county will be performing maintenance on their firewalls & switches.  During this time there will be no access to MCTS, Data and county resources.  If you experience MCT related issues after this time please call the Cencom helpdesk (leave a message if after hours).  If there is a systemwide issue please call the Cencom On-Duty supervisor.

The next release of the SECTOR Client (v2.0.x.x) has been rescheduled for deployment on March 6,  2013.   In preparation for upcoming enhancements to SECTOR we need the following critical software installed on all machines that will be utilizing the SECTOR client: ·         .Net 4.0 Framework·         Windows Installer 4.5·        SECTOR Client must be at v1.9.9.13.  (Any clients below v1.9.9.13 after the release of v2.0.x.x will not work on the send/receive.  You would need to export any tickets/collisions out of the Client, install using the v2.0.x.x installation package and import the incidents back into the Client.)  These are the upcoming changes for v2.0.x.x:

All Law Enforcement Departments: The .net 4.0 Framework is a system requirement necessary for the upcoming Sector Update in March.  This system has been rolled out to your MCTs as of 12/20/12.  When you log into Windows on the MCT the install process will begin.  This will require a few reboots after each step has completed. If you are not getting prompted to perform the update please notify your agency’s MCT Coordinator and the Cencom Helpdesk.

ALL USERS *** On Monday February 11th your MCT Windows Logon will now have the previous username prepopulated.  This will enable you to log in quicker by changing only the username portion and entering your password.  Please ensure you submit your logon correctly so you don’t lock your, or the previous user’s, account.  This change was made due to a request from the MCT CCB Group.

On February 13th 2013 –  A new version of the MCT map files has been released. You will need to do a SVN update in order to receive the new files. For complete directions for the update process see the SVN Notifier Quick Reference Guide on the Downloads, Files, Forms page.

***ALL USERS: On 12/05/12 Cencom made several IMobile Updates available via the Update IMobile command.  Please see the document  labeled “IMobileUpdates120512″ on the downloads page for more information.  During the week of  12/10/12-12/14/12   Intergraph was onsite and worked with Cencom to fix several issues and complete pending items.  These additional updates are also available via the Update IMobile command as of last week.  There will be more information available about these additional updates soon.

***LAW & FIRE – MCT CHANGES AVAILABLE TODAY 12/05/12***  ***BEFORE UPDATING THE MAP, ENSURE I/MOBILE IS COMPLETELY CLOSED***

***Day/Night Map Switcher button within IMobile Miscellaneous/Apps Menu: Previously the Day/Night Map Switcher icon was stored on the desktop for all users.  It is now stored within the IMobile product and is accessible via the Miscellaneous Menu for Law & Apps Menu for Fire.  This change is available with the Update IMobile button.  After updating IMobile you can now delete this shortcut from your desktop.

***SVN Restart Button within IMobile Miscellaneous/Apps Menu: When there is an issue with the SVN Notifier program (“S” icon stays red) and you need to restart the SNV Program, you can now use this button w/in IMobile to do so (it is accessible via the Miscellaneous Menu for Law & Apps Menu for Fire).  This button will be available once you perform the Update IMobile command.  The script to run this will be available once the SVN Notifier process has been completed.

***AVL Configuration Change: A registry change to capture more accurate AVL coordinates & Speed estimates.   This change is available with the Update IMobile button.

***Update IMobile Function edited to remove GPS Comm Port changes: The Previous Update IMobile process was changing the comm port for GPS to the defaults.  Since some agencies don’t use the default setting their GPS was being turned off when performing this update.  The Update IMobile process has been revised to no longer change the comm port setting.  This change is available with the Update IMobile button.

***New Map Files: The Newest map files that were pushed to live dispatch on 12/05/12 have now been pushed to the mobiles.

***New Prefire Plans: New Prefire Plans from CKFR have been pushed to the mobiles.

***Informer Free Form instructions revised & dropdown list sorted (WACIC still on top): The Free Form instructions have been revised to correct the FORS queries information as well as general formatting done.  The drop down list still has the WACIC on the top of the list as required for the Hot sheets to work automatically, however the remaining items in the drop down list have now been sorted by name. This change is available with the Update Imobile button.

***Map Cursor Color for Day & Night edited: The Map Cursor color has been changed from the standard white cursor to a cursor that changes to a color that’s inverse (opposite) of its background, therefore more visible on the map at all times, whether in day or night map.  This change is available with the Update IMobile button.

SECTOR UPDATE: COURT APPEARANCE DATE OPTIONS – EFFECTIVE 11/28/12 at 12:00

Effective November 28, 2012 at 12:00 Noon, the following changes will take place in the Sector Client.  Please remember to do

a Send/Receive to download these updates.  It is suggested that you connect to a wired network connection to process

this update.  (Screenshots available on the Downloads, Files, Forms page for more information)

The court appearance date options were moved from the Ticket Interview – Violations screen to the Ticket Interview – Delivery screen since they are only needed on Criminal Citations being filed with the court.

The court date options will only be available once the “File with court” charging decision is selected.

SECTOR will perform the following validity checks when proceeding to the next screen:

  1.        The officer must select one of the Appearance options.
  2.        Date:  i. It must be a valid future date.   In addition, warnings will be provided if the date is a holiday, non-business (weekend) date, or if the date is more than 15 days in the future.  ii.      If a date is entered, a time

between 00:01 and 23:59 must also be entered.

  1.       Number of Days: i.      Must be from 1 to 90 days.    i.      This option can be selected if the court has requested that the officer not set an appearance date.

The court that the ticket is being filed with controls which Appearance options are enabled for selection and the default values for each.   Please contact your Court Administrator

if you want changes made to the defaults.

When scanning a Driver’s License or a Vehicle Registration please make sure and verify the information being scanned into each field.  Most out-of-state barcodes do not scan properly and will not populate fields in SECTOR

correctly.  Incorrect information can lead to the dismissal of infractions.  Should you have any other questions, or if you need further assistance, please let us know.

On  09/11/12, Cencom will be rolling out the current Map Files to the MCTS, which our dispatch staff have as well.  Your SVN Notifier icon please ensure that

IMobile is closed before and during the update process.  It is recommended to perform the update while connected to wifi if possible as it will be

so this does not apply to them). 08/01/12 – Starting on 08/01/12 All Fire MCT User account passwords will be changed by Cencom.  Your agency’s MCT Coordinator will have this password and coordinate

The Back office Website will be unavailable due to internal processes that need to take place where the website is hosted.  All Send/Receive

transactions from the SECTOR client real-time environment will NOT be able to commit data during this time.  Please refrain from

attempted use of the Production Environment during the scheduled Maintenance Period, so that the internal processes can complete

successfully without interruption.  Officers can still use the SECTOR Client during this time, however they will need to wait to do

send/receive until the Back Office is back up.

02/02/12   ***DISPLAY SETTINGS/SCROLLBAR SIZE***

On 02/02/12 it was discovered that a change was implemented on 01/31/12 via group policy that changed every MCT user’s display settings to the default theme and enlarged the scrollbar size.  This change was not intended to be implemented until a later date and only for fire MCTS.  This change has been reversed, however each user must manually change their scrollbar size back to a desired size.  If you need assistance in doing so please call the Cencom Helpdesk.

Issues*** We have had several reports of issues with the Sector Scanners (Symbol DS6707 Model) where the connection is lost, intermittently connecting & disconnecting, especially with any movement.  If you have an issue with your scanner please report it to Cencom Helpdesk asap so that we can repair it and keep track of the number of instances.

02/10/11, POLICY# POL-322 was adopted by the Strategic Advisory Board (SAB):  This policy applies to information about HIV and hepatitis.

1. Employees Will NOT Process Protected Information  ***  Employees will NOT ask about, record when offered or dispatch information about HIV, hepatitis or other blood borne pathogens.  Employees will process information about other medically related conditions consistent with the type of event reported. (i.e. TB, emphysema, etc.)

2. Employees Will NOT Enter Protected Information Into CAD or MCT  ***  Employees will NOT enter protected information (i.e. HIV, hepatitis, etc.) into CAD or MCT, including events, comments, messages, etc.

PANASONIC USERS: At the end of your shift please let the MCT power down, do not use a hibernate mode – this will allow scripts to run (a black box that pops up) to update your computer.  Once the black box pops up you can close the lid and walk away, the computer will complete what it needs and power itself down.

Until SECTOR is 01/01/11 ***SECTOR USERS*** Until Sector is modified to allow automated selection of speeding in an emergency zone, officers should use the following procedure to cite these violations:

1.    On the Preliminary screen, select ‘No’ for Speeding.   2.    On the Violations screen, select ‘Find’   3.    On the Select Violation screen, enter ’46.61.212.2 in the ‘Violation Code:’ box and      select ‘Search Now’

Select the appropriate code based on the excess speed of the violator, and the posted speed.  For example, 43 mph in a 35 mph posted zone would be 46.61.212.2.10U.  The SECTOR team is working on the required code modification with an expected implementation date sometime in January.

Speeding in an Emergency Zone *** Effective January 1, 2011, RCW 46.61.212, Approaching stationary emergency zones – Penalty – Violation, establishes fines for speeding in an emergency zone as follows:

(2) A person may not drive a vehicle in an emergency zone at a speed greater than the posted speed limit.
(3) A person found to be in violation of this section, or any infraction relating to speed restrictions in an emergency zone, must be assessed a monetary penalty equal to twice the penalty assessed under RCW 46.63.110. This penalty may not be waived, reduced, or suspended.

AOC has added new laws to the SECTOR law table that can be used to cite violators of this statute.  They incorporate both the speed component of the infraction, and the additional penalty imposed by this RCW:
